The ANC’s draft discussion document on the economy prepared for its conference reportedly contains some innovative proposals on land reform and strongly promotes a competitive electricity supply market with less red tape, the disposal of stakes in state-owned enterprises, and a greater focus on skills and education than ever before. News24 reports that the paper also takes a position on some of the difficult policy issues in play suggesting that government should remove some Eskom debt from its balance sheet – which the National Treasury has resisted – and cautions against buying an oil refinery, which is under consideration by the Central Energy Fund.
