South African Police minister Bheki Cele, while releasing a report by a panel of experts which looked into policing and crowd management following the recommendations from the Farlam Commission into the 2012 Marikana massacre in North West, said legislative reforms have begun to deal with crowd control and policing within the South African Police Services. Cele admitted though that the recent killing of Mthokozisi Nthumba in Johannesburg has once again cast a glaring spotlight on the use of rubber bullets during protests.
