The Institute of Race Relations says the South African government risks triggering a flight of scarce skills and capital if it presses ahead with amendments to the Employment Equity Act. The bill, Newsflash reports, proposes that the labour minister be given the authority to set employment equity targets for employers across the economy. The institution’s Michael Morris says companies that fail to comply with the targets can be fined between one and ten percent of their turnover and will be disqualified from doing business with the government.
