The Institute of Race Relations has warned South Africans to take note of the grave implications of the proposals put forward by the ANC for amending Section 25 of the Constitution, which would not only sideline the courts in expropriation cases but would explicitly push nationalisation of land. The ruling party has proposed that the following words be introduced: ‘The state must take reasonable legislative and other measures, within its available resources, to foster conditions which enable state custodianship of land and for citizens to gain access to land on an equitable basis.’
